As I have worked with TV Tuner problems in both Vista and Windows 7 I find that the tool most tech support types go to is in the "Local services" area
I have not yet found any detailed discussion of these services but I have captured the working version of my system so I can return these services to the working positions

After upgrading to Windows 7 in an attempt to obtain better tools to keep my tv tuner operating in WMC I have learned more
many vista drivers seem to call upon these services and leave them in a state where WMC can not use the tuner
I am unable to have Adobe premier elements 8 on my system and have WMC use the TV Tuner?
The drivers for my scanner also locked out WMC
